What Is a DOT Random Drug Testing Consortium?
A DOT random drug testing consortium is a pool of CDL drivers managed by a Consortium/Third-Party Administrator (C/TPA). Instead of each small carrier running its own random testing program in isolation, drivers from many companies are combined into a single pool. The C/TPA then uses a scientifically valid random selection process to choose drivers for drug and alcohol tests each quarter.
This arrangement exists to solve a practical problem: a carrier with only one or two CDL drivers cannot run a statistically valid random program on their own. If you put your name in a hat and draw it yourself, that is not random. The consortium creates a large enough pool to make the selection genuinely unpredictable.

All FMCSA-regulated motor carriers must have a random drug and alcohol testing program in place. This requirement applies regardless of fleet size — even a one-truck owner-operator must be enrolled in a qualifying program.

Who Must Enroll
Who Is Required to Join a DOT Consortium?
Any person or company subject to FMCSA drug and alcohol testing regulations who operates a commercial motor vehicle (CMV) in interstate commerce must have a random testing program. This includes:

Owner-operators cannot test themselves
An owner-operator who is the sole driver of their vehicle cannot administer their own random testing program. Knowing when you are selected eliminates the randomness the regulations require. Owner-operators must enroll in a third-party consortium.
2026 FMCSA Testing Rates
How Many Tests Are Required Each Year?
FMCSA sets annual minimum random testing rates. Your C/TPA calculates your testing obligation based on the number of driver positions in your fleet and distributes the required tests across quarterly draws.
For a single owner-operator with one driver position, the math is simple: FMCSA requires that at least 50% of drivers be tested for drugs each year. In a pool of 100 drivers, 50 must be tested annually. Because you are in a large pool, you may or may not be selected in any given quarter — but the pool as a whole meets the rate.
Rates can change year to year
FMCSA reviews and publishes annual random testing rates each December. The 50% drug rate has been in effect since 2023 and applies to 2026. Always confirm current rates with your C/TPA or at fmcsa.dot.gov.
How It Works
The Random Draw Process — Step by Step
Enrollment
You enroll with a C/TPA and are added to the random testing pool. Your USDOT number, CDL information, and contact details are recorded.
Quarterly random draw
The C/TPA runs a computerized random selection each quarter. The selection covers the required percentage of the pool for that period.
Selection notification
If selected, you are notified immediately — by email, text, or phone depending on your C/TPA's program. You must proceed to testing as soon as reasonably possible, typically within 24–72 hours.
Testing at a certified collection site
You go to any approved collection site — 15,000+ locations nationwide. No appointment needed. The collector follows DOT chain-of-custody procedures.
MRO review and result
A Medical Review Officer (MRO) verifies the lab result. Negative results are reported back to the C/TPA within 24–48 hours. Non-negative results take 3–5 days while the MRO contacts you to verify any legitimate medical explanation.
Record keeping
Your C/TPA records the result. Negative results are filed in your program record. Any violation is reported to the FMCSA Clearinghouse. Records are available for FMCSA audits.

What Happens If You Miss a Random Test?
A missed test = refusal to test
Under 4$49 CFR Part 40, failing to appear for a random drug test within the required window is treated as a refusal to test — which carries the same consequences as a positive result. You are immediately removed from safety-sensitive duties and cannot drive a CMV until you complete the full return-to-duty process.

You cannot operate a CMV until the return-to-duty process is complete. This means no commercial driving — even local trips.
Violation reported to the FMCSA Clearinghouse
The violation is recorded in the federal Clearinghouse and is visible to any employer who queries your record. It stays for 5 years or until RTD is complete.
Return-to-duty process required
You must complete an evaluation by a Substance Abuse Professional (SAP), prescribed treatment or education, a negative RTD drug test, and a follow-up testing program lasting up to 5 years.
FMCSA civil penalties
Carriers who allow a driver to operate without a valid random testing program — or who fail to test selected drivers — face fines up to $16,000+ per violation in FMCSA compliance audits.

Provide your driver information
You will need your CDL number, USDOT number (if applicable), and contact information for test notifications.
Complete your pre-employment drug screen
Before driving commercially for a new employer, a negative pre-employment drug test is required. Order it at portal.dot-physical.net/order for $80.
You are added to the pool
Your C/TPA adds you to the random testing pool immediately. You will be notified by email when you are enrolled and again if you are selected in a future draw.
Keep your contact information current
Make sure your email and phone number are always up to date with your C/TPA. A missed notification because of outdated contact info does not excuse a failed test.
Same-day enrollment available
You can enroll online and receive confirmation the same day. Testing pool enrollment is effective immediately upon payment and verification.
